January 30, 2001 Full Committee hearing to review the final report of the 21st Century Commission on Production Agriculture. The 11 member Commission was created by the Federal Agriculture Improvement and Reform (FAIR) Act of 1996 to identify the appropriate role of the federal government in production agriculture following expiration of the FAIR Act in 2001. Commission Chairman Dr. Berry L.
